{"id":1911,"date":"2020-12-23T05:45:36","date_gmt":"2020-12-23T05:45:36","guid":{"rendered":"https:\/\/codir.net\/?p=1911"},"modified":"2020-12-23T05:53:31","modified_gmt":"2020-12-23T05:53:31","slug":"iran-nuclear-deal-heated-rhetoric-and-the-heightened-risk-of-miscalculation-widen-differences","status":"publish","type":"post","link":"https:\/\/codir.net\/?p=1911","title":{"rendered":"Iran nuclear deal: \u2018Heated rhetoric and the heightened risk of miscalculation\u2019 widen differences"},"content":{"rendered":"\n<p>Although the landmark Iran nuclear deal could improve regional stability if fully implemented, increased tensions have highlighted the risks posed by escalation, the UN\u2019s Political and Peacebuilding Affairs chief told the Security Council on Tuesday.&nbsp;<\/p>\n\n\n\n<p>Under-Secretary-General Rosemary DiCarlo was speaking during a virtual meeting on the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.un.org\/en\/sc\/2231\/\" target=\"_blank\">Joint Comprehensive Plan of Action<\/a>\u00a0(JCPOA), the July 2015 accord that set out rules for monitoring Iran\u2019s nuclear programme and a pathway to easing sanctions. \u00a0<\/p>\n\n\n\n<p>The JCPOA was signed by Iran alongside the European Union and five permanent members of the&nbsp;<a href=\"https:\/\/www.un.org\/securitycouncil\/\" target=\"_blank\" rel=\"noreferrer noopener\">Security Council<\/a>: China, France, Russia, the United Kingdom, and the United States. However, Washington withdrew in May 2018.&nbsp;<\/p>\n\n\n\n<p>Ms. DiCarlo noted that recent years have been characterized by \u201cattacks on critical infrastructure, heated rhetoric and heightened risk of miscalculation. &nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Iran nuclear issue has global peace &amp; security implications. DiCarlo (@DicarloRosemary) <a href=\"https:\/\/twitter.com\/DicarloRosemary\/status\/1341414275718504448?ref_src=twsrc%5Etfw\">December 22, 2020<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>\u201cSuch actions deepen the differences related to the Plan and render efforts to address other regional conflicts more difficult\u201d, she said. \u201cWe call on all concerned to avoid any actions that may result in further escalation of tensions.\u201d &nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Withdrawal and reduced commitments&nbsp;<\/h3>\n\n\n\n<p>Last August, the US announced it would reinstate sanctions lifted following the deal.&nbsp;<\/p>\n\n\n\n<p>Ms. DiCarlo described the move as contrary to the goals of the JCPOA and Security Council Resolution 2231 on its implementation.&nbsp;<\/p>\n\n\n\n<p>\u201cWe regret the steps taken by the United States when it withdrew from the Plan, as well as the steps taken by Iran to reduce some of its nuclear-related commitments under the Plan\u201d, she told ambassadors. &nbsp;<\/p>\n\n\n\n<p>The JCPOA guarantees that the UN-backed international nuclear watchdog, the International Atomic Energy Agency (<a href=\"https:\/\/www.iaea.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">IAEA<\/a>), will have regular access to sites in Iran and information about its nuclear programme.&nbsp;<\/p>\n\n\n\n<p>While the country had complied with some provisions, the IAEA reported it had surpassed stipulated limits for enriched uranium, a critical component in nuclear power generation.&nbsp;<\/p>\n\n\n\n<p>\u201cIran has stated its intention to remain in the Plan, and that the steps that they have taken are reversible. It is essential that Iran refrains from further steps to reduce its commitments and returns to full implementation of the Plan\u201d, she said.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Weapons and assassination&nbsp;<\/h3>\n\n\n\n<p>Addressing other measures under Resolution 2231, Ms. DiCarlo updated the Council on two arms-related cases, one of which concerned Israeli information about four alleged Iranian anti-tank guided missiles in Libya. &nbsp;&nbsp;<\/p>\n\n\n\n<p>The UN was able to ascertain that one of the missiles \u201chas characteristics consistent with the Iranian-produced Dehlavieh\u201d, it could not determine if the missile was transferred to Libya \u201cand\/or whether its transfer was inconsistent with the resolution.\u201d&nbsp;<\/p>\n\n\n\n<p>Furthermore, the UN determined that weapons seized by Australia off the Gulf of Oman in June 2019 were not manufactured in Iran. &nbsp;However, details about documents collected during the incident have been shared with Iran \u201cand the other concerned Member State\u201d to verify their authenticity.&nbsp;<\/p>\n\n\n\n<p>Iran also informed the UN of the killing of top nuclear scientist, Mohsen Fakhrizadeh, who had been \u201cassassinated in a terrorist attack\u201d on 27 November. Mr. Fakhrizadeh was among individuals listed in the resolution.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Return to dialogue and diplomacy&nbsp;<\/h3>\n\n\n\n<p>Ms. DiCarlo began her briefing by upholding the UN\u2019s efforts in non-proliferation, aimed at preventing the spread of nuclear weapons and related technology, with the goal of achieving a nuclear-free world.&nbsp;<\/p>\n\n\n\n<p>The UN Secretary-General has underscored the importance of the JCPOA, she said, and has encouraged all countries to support it.&nbsp;<\/p>\n\n\n\n<p>\u201cThe Iranian nuclear issue is an important non-proliferation subject, with consequences for regional and global peace and security\u201d, said Ms. DiCarlo. &nbsp;<\/p>\n\n\n\n<p>\u201cIn achieving the JCPOA, the concerned countries had shown that their dialogue and diplomacy, supported by a united Security Council, could forge a path to resolving this issue.
